The catalyst for this unprecedented rupture was a fundamental disagreement over the "red lines" of artificial intelligence. The CCP views the potential for AI to subvert the youth or challenge government authority as a direct threat to national security.

This highlights a critical realization that is only beginning to dawn on Western policymakers: uncontrollable superintelligence is not a tool; it is a threat. If a company develops a "country of geniuses in a data center," as Amodei has previously described his vision for AGI, that entity becomes a sovereign-level risk. It is a system that could, in theory, orchestrate a coup or bypass federal oversight. Tegmark likens the current AI arms race to the Cold War. The United States won the Cold War by achieving economic and military dominance, but it avoided the "second race"—the race to see who could detonate the most nuclear weapons—because both sides realized it was a path to mutual suicide.
